The Northeast Recycling Council (NERC) has opened a public comment period for the revised Draft Glass Minimum Post-Consumer Recycled Content Model Legislation, the nonprofit organization announced Oct. 11. The comment period is open until Nov. 11, midnight EDT. A webinar will be held on Nov. 3 at 10 a.m. EDT to walk through the Draft Model Legislation and to answer questions.

ISRI plans to hold a special working group of MRF Committee members involved in glass processing to develop comments in response to the proposed model legislation.

NERC is a multi-state nonprofit that includes Connecticut, Delaware, Maine, Massachusetts, New Hampshire, New Jersey, New York, Maryland, Pennsylvania, Rhode Island, and Vermont. According to its website, NERC’s programs focus on “source reduction, reuse, recycling, compositing, environmentally preferable purchasing (EPP), and decreasing the toxicity of the solid waste stream.”

Over the past six months, a group of stakeholders developed Draft Model Legislation for minimum post-consumer recycled content (PCRC) requirements in glass food and beverage containers and fiberglass insulation. The model legislation aims to incentivize the use of glass recycled content, improve material recovery, and reduce manufacturing’s impact on the environment. NERC’s goal is for legislators to use the model legislation to develop bills requiring glass recycled content for these products in their own states.

During a closed stakeholder comment period in August, ISRI submitted comments on the original draft. However, the revised Draft Model Legislation does not incorporate many of ISRI’s recommendations. ISRI’s working group of members involved in glass processing will develop comments on the revised draft and is assessing next steps.
